Mississippi Correctional Services is comprised of five partners with a combined total of seventy years’ corrections experience in the fields of medicine, nursing, accounting, administration, human resources, and consulting.
These specialized credentials have created the only Mississippi correctional medicine company within the Magnolia State, and we are devoted to providing exceptional quality of care to our communities’ county jails and the offenders who are relying on us.

Meet The Staff
President & Chief Executive Officer
Prior to being one of the five founding members of Mississippi Correctional Services, LLC, Mr. Millette served as the Mississippi Liaison with county jails for an out-of-state inmate medical care company for several years while being responsible for all of company’s inmate medical managed care business in the state of Mississippi.
As President/CEO, he is responsible for creating, and implementing the company’s vision, mission and overall direction which includes hiring, firing, contract review, managing all employees, leading, guiding and directing the evaluation of the officers ensuring they are carrying out the daily operations of the company. He oversees the financial aspects of the company and maintains aware of both internal and external opportunities for customers, markets, standards and new industry developments. He has had long term relationships with many county officials throughout the state of Mississippi and has worked directly with Sheriff’s and Jail Administrators by obtaining and monitoring county jail service providers. He will make certain that all officers and managers are conveying the company’s philosophy and guidelines to their own staff so that all the employees understand the expectations of the company.
Paul brings an extensive amount of experience in the fields of insurance, finance, sales and marketing for the past 28 years. He has owned insurance agencies and consulting firms that have had a positive impact on businesses in Mississippi both in the private and public sector.
Treasurer & Chief Financial Officer
Rick has over 28 years of experience in correctional administration and finance and over 35 years of financial service experience overall. He is a member of the Mississippi Society of Certified Public Accountants, the Mississippi Association of Professionals in Corrections and the American Correctional Association. As the Treasurer and Chief Financial Officer for Mississippi Correctional Services, LLC, he assures that all financial resources required for delivery of medical services are available to our staff and all reporting and administrative requirements related to these services are in full compliance with relevant agencies.
Rick’s experience with corrections administration began in 1989 as the Fiscal Comptroller with the Mississippi Department of Corrections. In this position he was responsible for statewide asset management, payroll services and all accounting functions for the agency.
From 1999 until his retirement from The Mississippi Department of Corrections in 2017, he served as the Deputy Commissioner of Administration and Finance. In this position Rick managed the Human Resources, Management Informational Services, Fiscal Affairs and the Policy, Planning, Research and Evaluation Divisions for the agency.
Prior to his employment with the Mississippi Department of Corrections, Rick practiced as a licensed CPA performing audits and management services for clients in a variety of businesses including banking, insurance, manufacturing and government.
Secretary & Chief Administrative Officer
Shannon has been with Millette Administrators, Inc. since 1983 and serves as vice president. The firm is in Moss Point, MS and is a group insurance agency and third-party administrator that has been providing group insurance sales, administrative services, and medical/dental claims processing since 1968. As part of Mississippi Correctional Services, LLC (“MSC”) he will not only assist in the management of the firm, but he will also manage the offsite medical claim administration, coordinate software integration, and assist with customer service and new client implementation. His business knowledge and experience in the employee benefits and health claims arena will play a key role in the day to day operations and future of MSC.
Dr. Mohamed Zein-Ahmed, MD, MPH, CCHP
Chief Medical Officer
Dr. Mohamed Zein is the Chief Medical Officer for Mississippi Correctional Services, LLC (MCS). He has over twenty years of experience in correctional medicine having served as the Medical Director for two large Mississippi state prisons and performing physician consulting services to the Mississippi Department of Corrections (MDOC) at the Office of Medical Compliance making decisions and recommendations about all state inmates medical care.
Dr. Zein is licensed to practice medicine in Mississippi and Tennessee, and Board Certified in Internal Medicine. He is a Certified Correctional Health Professional (CCHP) by the National Commission on Correctional Health Care (NCCHC). Dr. Zein is a Clinical Assistant Professor of Medicine at the University of Mississippi Medical Center (UMMC) in Jackson, Mississippi.
He received a Certificate of Biology and a Medical Degree from the University of Khartoum, in the Sudan followed by completion of a Fellowship in Nephrology Medical Research at Georgetown University Medical Center in Washington, DC. Later he completed his Residency in Internal Medicine at UMMC. While working in the field of correctional health, Dr. Zein enhanced his commitment to public health by obtaining a Master’s in Public Health (MPH) from the University of Southern Mississippi in Hattiesburg, Mississippi.
Dr. Zein’s impressive educational credentials combined with an extensive involvement with correctional medicine for the past twenty years make him an invaluable part of the Mississippi Correctional Services, LLC and its commitment to delivering superior medical care to county jails throughout the state and surrounding areas.
V. Cissy McCarty, RN-MSN, CCHP
Vice President of Operations & Chief Nursing Officer
Cissy has over ten years of experience as a registered nurse in the correctional environment and over 25 years of overall correctional experience. She is a Certified Correctional Health Professional (CCHP) and a Surveyor Consultant for the National Commission on Correctional Health Care performing accreditation surveys at correctional facilities across the country. As the Vice President of Operations and Chief Nursing Officer for Mississippi Correctional Services, Cissy ensures timely and appropriate health care is delivered to the inmates; a safe and secure environment is provided for the clinical staff; and compliance with all national, state, and industry standards are met and maintained.
Cissy has a wealth of experience in correctional nursing. After retirement from the MS Department of Corrections, she served in two separate positions for a private corrections medical company as the Director of Nursing for Policies & Standards, and the Regional Director of Nursing for Mississippi. Cissy was responsible for the clinical operations in five Mississippi county jails, and eleven county jails in Western Tennessee. As Director of Nursing for Policies & Standards, Cissy was responsible for developing, revising, and updating the clinical policies and ensuring nursing compliance with national, state, and industry standards. She oversaw and directed the Quality and Assurance, and Continuous Quality Improvement (CQI) programs, including maintaining a robust program of compliance audits for nursing, chronic care, labs, pharmacy, radiology, and other medical services.
Cissy worked for the Mississippi Department of Corrections (MDOC) for over 25 years, most recently as the Medical Contract Monitor responsible for ensuring that all forty state correctional facilities complied with state and federal regulations, MDOC policies and procedures, and American Correctional Association (ACA) and National Commission on Correctional Health Care (NCCHC) standards. She also worked as an Audit Consultant to the ACA, performing accreditation audits at correctional facilities across the country. She has also worked at the University of Mississippi Medical Center (UMMC) Children’s Hospital in Jackson, Mississippi, and the Mississippi Department of Health. Cissy is a registered nurse licensed by the Boards of Nursing in Mississippi and Alabama. Cissy holds a Bachelor of Business Administration from Delta State University, and Bachelor of Science in Nursing and Master of Science in Nursing degrees from UMMC. Cissy is a member of Sigma Theta Tau International, Honor Society of Nursing.
